Son to Despot Shishman and brother to Mihail Shishman, Despot of Bdin, Belaur became ruler of the Bdin area in 1324. He was one of the authorized boyars who negotiated with the Serbian King Stefan III Dechan after the Velbouzhd battle, which gave Ivan Stefan and his mother Ana-Neda the Bulgarian throne.

Belaur was upholder of the Serbian influence and was the closest counselor to the new king of Bulgaria. After Ivan Alexander's ascent on the throne in February - March 1331, Belaur led a rebellion against him in 1332. Ivan Alexander suppressed the rebellion by 1337 and restored his power in north-west Bulgaria.
