Before becoming a Bulgarian king, Samuil was probably ruler of Bdin's area. After their escape from Constantinople in 976, King Peter I's sons (King Boris II and Roman) headed for Bulgaria. Crossing the border, the king was wrongly taken for a Byzantine, as he was wearing Byzantine clothes, while Roman managed to find safety in Bdin. He may have looked for protection from one of komit Nikola's sons, who ruled Bulgaria at that time (each of the sons ruled over a different region).

The brothers David and Moses ruled in the regions to the south and southwest, and Aaron controlled the Sofia region, it was very likely that Samuil may have been ruler of Bdin.
