Unrestricted and free access to Bulgarian beaches

Bulgaria’s Minister of Regional Development and Public Works Assen Gagauzov, Deputy Minister Savin Kovachev and representatives of the Black Sea region municipalities discussed the draft bill on the Black Sea coast, a journalist of FOCUS News Agency reported. Savin Kovachev introduced the draft bill. He expects that the access to the beaches be unrestricted and free of charge and the Black Sea coast be divided into 2 zones – zone A and zone B. Zone A would include the beach strip and its agriculture and forest terrains as well as protected territories. It would be possible to place tourist attractions, entertainment and sports equipment in zone A but without the right to buildings and fences’ construction. Zone B would include the forest terrains with a width of 2 km from the border of zone A. The emplacement of waste depot and the use of toxic substances for various produce will not be allowed in zone B. The draft bill includes that anyone who banns free access of the citizens to the beach would be fined from BGN 3000 to BGN 6000 and if the violation is repeated the fine would reach BGN 12,000.

“Our goal is to combine public interest with the interest of the land owners. We want to create better conditions for tourists so that the beach strip is accessible for everyone”, Minister Gagauzov stated. He requested that all representatives of the Black Sea region municipalities send their opinion on the draft bill to the Ministry within a week.
