Bulgaria's education budget BGN 410 M short

The budget planned for 2006 lacks about BGN 410.5 M of the money needed for the proper functioning of the education sector in Bulgaria for the following year.

Yanka Takeva of the Syndicate of Bulgarian Teachers explained that the sum allocated to the sector is about BGN 1.9 B, which equals 4% of the country's GDP, when the sum promised to them was supposed to be 5%. If the promises were kept the total amount allocated to education would be about BGN 2.3 B.

The Education Ministry would have to discontinue five programs that the previous government had introduced, including the program for energy efficiency in the schools, for improving the qualifications of teachers, and for buying vans to drive students.

The Society for National Preservation announced that they would demand a 15% raise of salaries in the sphere of education by January 2006, countering the budget plan that has provided for a 6% raise as of July. A total of BGN 140 M would be needed to cover the demanded raise, Takeva explained.

Veselin Zhivkov, member of the Society added that the budget plan is to allocate only 0.1% of the GDP to science and university studies, while the EU required at least 3% to be given to that area by 2010.
