Rousse Airport to be concessioned

The Bulgarian government decided at its regular session on October 26 to give Rousse Airport under concession, the press office of the government said in a statement the same day.

Under the current conditions, the future concessionaire – a private company – would be operating the airport for a 35-year term. Future concession details were to be determined at a later stage, the statement adds.

Sources from the transport ministry, meanwhile, said that the procedures on the Gorna Oryahovitsa and Plovdiv airports would set out early next year. All preconditions, namely problems related to land ownership, have already been solved, according to the ministry.

The defence ministry has agreed to transfer ownership of Plovdiv Airport land to the transport ministry.

At present, 57 per cent of Plovdiv Airport shares are in the hands of Letishte Plovdiv AD, another 36 per cent to state-run Letishte Plovdiv EAD and a further seven per cent are in the hands of physical persons.

Transport Minister Petar Mutafchiev will, however, shortly take up with cabinet that it does not solely rely on the concession principle but also on the mechanism of public private partnerships. The latter option is regulatorily defined in the Trade Act; however, the rules on the setup of joint ventures is yet to be drafted.
