New Government building awaits construction

Representatives from six companies, who passed the first phase of the competition for a new government centre, will board a helicopter on December 16 and do an aerial reconnoitre over the former military installation at Tsarigradsko Chaussee, as reported by the Ministry of Regional Development. The new government centre, which will probably house ministries and other branches of parliament, will take a decade to build.

For the the second phase the companies that qualified are the foreign based Foster & Partners, Zaha Hadid Limited, Dominic Pero Architects and the Bulgarian companies G-3 and Adais Project Consortium. A meeting is also planned between representatives of the aforementioned companies and Bulgarian Prime Minister Sergei Stanishev, as reported by Dnevnik daily.

The architecture companies will have until the end of February to present their conceptions after which they will be subjected to a public discussion, according to Regional Development Minister Assen Gagaouzov.

The new government centre is planned for the site of the former military base near Kuro, with a total area of 264 ha, on Tsarigradsko Chaussee Boulevard, located at sixth km. The new centre will occupy nearly 500 000 sq m, of which the national administration will occupy 120 000 sq m.

Until now, however, it's still unclear how the prodigious project will be financed. According to a press release, it will be a joint venture between a public and private financing partnership, which can be achieved either through a construction concession or through a public order with a compensatory mechanism. Until now, however, the Ministry of Regional Development has not confirmed the identity of a potential investor. It is also debatable, in light of the economic crunch and the vast spending Bulgaria needs to modernise its infrastructure, if the Government really needs such a centre.
