Bulgaria Constitutional Court Refuses to Rule on Tsar Properties

ulgaria's Supreme Constitutional Court refused to issue a rule on the moratorium of the so-called royal properties in Bulgaria.

The moratorium on the use and construction activities on the properties of former Tsar and Prime Minister, Simeon Saxe-Coburg, and his sister, Maria Louisa was voted by the Parliament and became effective December 29, 2009.

The decision was challenged by the Ombudsman, Ginyo Ganev, who referred the case to the Constitutional Court.

The magistrates decided unanimously Tuesday that they cannot rule on Parliamentary decisions, only on laws, and rejected Ganev's claim as unfounded.

The rule means the moratorium can be challenged by Members of the Parliament, the Chief Prosecutor and the other Supreme Courts that can reject Parliaments decisions.
