German, Greek Firms Appeal Sofia Waste Plant Tender

Date: 02.04.2010

German company Hochtief and Greek company Helector have lodged an appeal with Bulgaria’s Competition Protection Commission over the outcome from the tender to a builder of the future Sofia waste treatment plant.

Hochtief and Helector participated with a joint bid in the tender of the Sofia Municipality but were ranked second. The public procurement tender was won by a consortium between the Bulgarian Stanilov company and the German Heilit in the public tender for a builder of a waste treatment plant in Bulgaria's capital.

Stanilov-Heilit's price offer is BGN 208 808 700 while the cost for maintenance of the equipment is BGN 9 427 949 per year. The Greek-German consortium between Helektor and Hochtief, offering BGN 240 614 029 and BGN 9 828 899 respectively, ranked second.

The Stanilov company, which belongs to Bulgarian businessman, Georgi Stanilov, is taking part in the construction of the Sofia metro and has contracts to build several waste treatment facilities around the country.

It is expected that the signing of the contract and the groundbreaking might be delayed by 2 to 3 months since some of the bidders had made it clear they will appeal the procedure before the Commission for Protection of Competition. The rejected offers include major Bulgarian companies such as Glavbolgarstroi, Balkanstroi, Valmex, and Holding Roads.

The construction deadline is 2 years from the date of the signing of the contract. The plant will be located near the village of Yana, adjacent to Sofia, and it has already been delayed by a year.
